Builders slowed in August — and completions fell 27% from a year ago

Census/HUD: starts 1.275M (SAAR), permits 1.394M, completions 1.128M — down 27.1% year over year. What it means if you are renovating instead of buying new.

The Census Bureau and HUD’s August report, released September 17, shows a housing pipeline that is thinning at the back end. Privately-owned housing starts came in at a seasonally adjusted annual rate of 1,275,000, 2.6% below July’s revised 1,309,000 and 1.2% below August 2025. Permits were 1,394,000, down 2.7% from July but 3.5% above a year earlier.

The number that stands out is completions: 1,128,000, down 11.9% from July and 27.1% below August 2025 (1,548,000). Single-family completions fell 10.4% on the month to 816,000. Single-family starts, by contrast, rose 7.6% to 918,000 — so builders are breaking ground on houses faster than they are finishing them.

Why a homeowner should care

Fewer finished new homes means more buyers competing for existing ones, and more owners choosing to improve rather than move. It also means the trades are busy closing out projects: when crews are stretched, change orders, vague scopes and “we’ll figure out the price later” estimates get more common, not less. A written scope and milestone payments are the cheapest insurance you can buy before a renovation starts.

Census notes its monthly starts and completions changes carry wide confidence intervals (for example ±12.0 percentage points on the August starts change), so treat single-month moves as direction, not precision. Next release: October 20, 2026.
